Launch of the Low Carbon Agriculture Support Project

On the afternoon of December 11, Vice Chairman of the provincial People's Committee Le Dinh Son chaired the Inception Workshop of the Low Carbon Agriculture Support Project (LCASP) in Ha Tinh Province. Attending the workshop were Mr. Hoang Thai Ninh - Deputy Director of Central Project LCASP; Representative representatives of some branches and localities concerned.
The Asian Development Bank (ADB) low carbon agriculture support project will be implemented over 6 years (2013 - 2018) in 10 provinces (Ha Tinh, Lao Cai, Son La, Phu Tho, Bac Giang). Nam Dinh, Binh Dinh, Tien Giang, Ben Tre and Soc Trang) with a budget of $ 84 million, of which ODA $ 74 million, $ 10 million. The project has four components: livestock waste management; Credit for bio-gas value bananas; Transfer of low carbon agricultural production technology and project management.

Ha Tinh is invested nearly 40 billion, of which ODA: 35.709 billion, provincial budget 3,557 billion. In 6 years, integrated in the components, Ha Tinh will implement 3 sub-components: comprehensive management of animal waste and development of clean development mechanism; Support for the development of biogas plants (under component 1); Build low carbon agriculture model (component 3).

At the workshop, the comments mainly focused on the question of how to survey needs, selection of communes and households how to match based on the criteria; Construction biogas works, inspection, construction supervision and acceptance of works ...

Speaking at the workshop, Vice Chairperson of the provincial People's Committee Le Dinh Son thanked LCASSP for their interest in selecting Ha Tinh as one of 10 provinces to implement the project. At the same time, the project supporting low carbon agriculture is very necessary, creating opportunities for the province to build a sustainable agriculture, contributing to the restructuring of agriculture.

In the coming time, it is proposed that the provincial and district PMUs should evaluate and evaluate the effectiveness of building biogas tanks associated with husbandry of farm households and farms in the past time and then build the criteria system.

On the low carbon agricultural model, it is necessary to review low-carbon models, build low-carbon models associated with key products. By the end of June 2014, will select the typical model of the province.

The implementation of the project will contribute to building a sustainable, efficient and environmentally friendly agriculture through the promotion and replication of agricultural research and technology transfer models. From there, towards reducing greenhouse gas emissions and responding to climate change mitigation; Effective use of natural resources, by-products in agriculture; Effectively manage activities of post-harvest processing and preservation of agricultural products; Improve the economy, improve the quality of life of rural people.
