2. General status of project activities

2.1. Summary of Key Achievements

- Development of biogas program and animal waste management in order to increase clean energy sources and reduce environmental pollution in livestock;

- Promote the development of low carbon agriculture through increased access to targeted credit funding from financial institutions and the support of national policies, strategies and programs;

- Small-scale applied research to propose suitable solutions for agricultural production suitable to specific areas related to waste treatment and reduction of greenhouse gases in cultivation, husbandry and aquaculture. Seafood.

2.2. Main advantages in the implementation process

2.3. Main difficulties in the implementation process

- Component 2 on credit, branches of the Bank for Agriculture and Rural Development in local implementation is still slow, interest rates for livestock loans for construction of biogas is preferential but still Quite high (interest rate 90% market rate), the procedure is not simple loan is not really encouraged people to borrow capital to participate in the project.

- Low carbon agricultural production (Component 3.2) Provincial project has no experience in selecting, modeling.

- The budget of the province is limited, affecting the recruitment of staff working for the Provincial Project Management Board.

- The construction of medium and large scale biogas plants (over 51 m3) in Ben Tre has not yet been constructed to draw experiences (the masons in Ben Tre follow KT2 drawings below 50 m3). And the biogas plant with HDPE material has not shown any obvious effect to the farmers, so the implementation of medium and large projects are facing difficulties and have not mobilized farm owners to build.

- Some localities have not really paid much attention to the propaganda and introduction of the project to support low carbon agriculture to the farmers so that they can understand the practical benefits of the project and participate in the construction of gas works. biological.

3. Latest Information

Latest information related to the project:

- The market price fluctuations have an impact on the project implementation, but not much, the price of construction materials for biogas plants is relatively stable, so the financial support level 3 million VND / project has encouraged farmers to participate in the project. - Decision No. 50/2014 / QĐ-TTg dated 04/9/2014 by the Prime Minister on policies to support the improvement of farmer raising efficiency in the period of 2015 - 2020 with the support level of animal waste treatment Stipulate: "One time support up to 50% of construction value of biogas plant to treat animal waste. 1. COMPONENT 1: MANAGEMENT OF WASTE WATER

1.2.1. Activity 7:

3. COMPONENT 3: TRANSFER OF AGRICULTURAL PRODUCTION TECHNOLOGY

3.1.2. Activity 3:

3.2. Sub-component 3.2: Building low-carbon agricultural models

3.2.1. Activity 6:

4. COMPONENT 4: PROJECT MANAGEMENT

4.1. Project management

4.2. Project monitoring and evaluation

IV. SAFETY MEASURES

4.2. Ensure social security

The project has contributed to a remarkable improvement in the living standard of the people. Gender mainstreaming in the activities of the Low Carbon Agriculture Support Project in Ben Tre has been implemented in parallel with the training and propaganda activities of the project to promote the participation of women in Ben Tre. VII. CONCLUDE

VIII. REQUEST

1. Recommendations to the provincial People's Committee
