After 3 years of implementation, the project has gained important results, basically meeting the objectives of the project, specifically as follows:

I. Objective of project implementation

- Strengthen the application of livestock waste management technology, crop residues; Reduce environmental pollution; Create clean energy;

- Promote the use of clean energy, environmentally friendly as biogas contributes to minimize the impact of environmental pollution.

- Improve the livelihoods and quality of life of rural people, especially to unlock the labor force of women and children through the use of living gas.

II. Information about Phu Tho PPMU

* From 2013-T5 / 2015: Department of Agriculture and Rural Development assigns Phu Tho Agriculture and Forestry College to direct and implement the project.

* From May 12, 2015 to date: Department of Agriculture and Rural Development directly organize and direct the implementation of the project.

* Determine the need to participate in the project:

- Phu Tho province has about 200 thousand households raising animals, the total number of pigs is now about 820 thousand pigs, poultry over 11 million, cattle and 170 thousand cattle; Of which more than 3,000 breeding facilities on a farm scale and forecast in the coming time will be an area of ​​growing interest in both size and quantity, so the pressure on the environment is increasing.

- At present, the number of biogas plants in the province is about 27,000, of which the Lcasp project has built over 6,000 works. The Qseap project has built 3,300 works and the SNV project has been built. 2,800 works, self-built and other programs about 15,000 works). In the coming time, the demand for construction of small, medium and large biogas plants will be very high; At the same time, breeding facilities will apply the technology of developing low carbon models such as composting, separating fertilizer to solve the problem of environmental pollution in the direction of sustainability.

It is expected that by the end of 2018 the Phu Tho project will build around 15,000 small-sized projects, 20 medium-sized projects in the project and composting and separating models.

III. Result:

3.1. Component I: Livestock waste management

3.1.1. Sub-component 1.1: Comprehensive management of livestock waste and carbon markets.

Activity 1: Develop training plans for low carbon agricultural production and training.

- A workshop to introduce the project overview and objectives to commune leaders; Commune-level women cadres, TN associations and especially farmer households and potential households in the province.

Results of 42 seminars on dissemination of policies, benefits of biogas works, reduction of greenhouse gas emission for over 1,912 participants.

Through this activity, almost all levels, households have basic information about the project; Responsibilities and rights of the people participating in the project; When people want to participate in the project, they will meet with a support counselor.

- COMPOS composting training for extension workers; Female staff and farmer households.

Results of 20 classes for 845 farmers; Women account for 73%.

This activity has been well received by the people as it has solved quite a lot of byproducts in cultivation and husbandry, contributing to improving the efficiency of agricultural production and creating an organic fertilizer source for cultivation. With the teaching method of hands-on work, theory, practice and cross-visiting should attract the attention of the people.

As a result, 100% of the trainees understand the process and know how. Many trainees have taken the initiative in composting and have shared with the project staff, at the shops and agents, the demand for the use of probiotics tends to increase. Trained participants will be active communicators to propagate and replicate composting using microbial technology. Specifically, many households have actively contacted the project management board in the past to enroll in the composting training provided by the trainees.

Activity 2: Standardize and disseminate technical design package for biogas value chain.

- Information and propaganda on comprehensive management of animal waste:

Has signed contracts to organize propaganda on the content of the project, management of animal waste on the radio broadcasting in districts, cities, towns in the province.

8 audio clips have been produced, printed on the propaganda contents of the project and broadcasted 256 times on the radio stations of the districts in the province, building 01 scientific disc " Farming and by-products in agriculture to make compost. "

Print 20.000 technical flyers and 3,000 poster propaganda about the project.

In addition, propaganda has been broadcast on the loudspeaker of communes, wards and towns about the objectives, contents and policies of the project for people to know and register for implementation.

- Training on operation: 370 training courses on biogas plant have been conducted, ensuring environment for livestock production for 6,558 households, of which females accounted for 39%; With a total cost of 2.651,19 million. 100% of the households prior to using the works are trained in operation, fire safety and dangerous situations occurring in case of incidents.

Evaluation: The information and propaganda work has been synchronously implemented on the mass communication channels such as: Phu Tho Television, Newspaper, broadcasting on the loudspeaker and distributing leaflets, The central area of ​​the commune, the administrative area (Commune People's Committee, Cultural House ...). The training of biogas plant construction households has been seriously paid attention to by the project. 100% of households are trained and know how to use, fire and explosion protection, gas asphyxiation; Interest in the percentage of women trained ... Phu Tho province has not had any case of fire or asphyxiation by using biogas plant.

Activity 3: Registration of operational programs for small, medium and large-scale biogas plants, meeting the appropriate carbon market requirements: Training of public management staff has been arranged. Programmed on informatics software, currently importing data into software instead of form 06.

Activity 4: Strengthen the capacity of relevant agencies to effectively supervise all biogas plants (no specific guidance).

Activity 5: Monitor annual CO2 emission reductions and carbon emissions credits (no specific guidance).

Activity 6: Strengthen the capacity of Government staff and relevant agencies to continue the management and development of biogas (central implementation).

3.1.2. Sub-component 1.2: Support to the development of biogas works

Activity 7: Supervise the use of biogas plants with full environmental items.

- Result of checking and acceptance of KTV: checked, supervised and accepted 6155 works, fund for implementation 1,586.52 million. 100% of the biogas plants in the project have been checked and accepted by the inspectors three times as prescribed. The provincial project board asked KTV to take photos of the works when they came to inspect and take over to enhance the effectiveness of management and supervision.

- Results of supervision activities of the operation of the provincial authorities have monitored 968 operating biogas plants (accounting for 27% of the works have been tested) with the cost: 550.14 million. In the course of inspection and supervision, some cases of unsatisfactory conditions have been detected such as wrongly correcting the work code, in case of lack of equipment using gas, the above cases have been prompted. To adjust, adjust and improve in time.

Activity 8: Training of technicians, engineers, contractors and masons for certification to support the development of the biotech value chain and to allow employees of financial institutions to participate in training courses. Create, train.

A TOT training class has been implemented, 4 training courses for technicians and masonry training, and certification for 69 small biogas technicians; And 42 builders / installers of biogas works.

Of these, 38 students (8 females, 21%); 01 training course for technicians, builder / installer of biogas works including 24 mason and 14 technician), 03 cadres of training project on biogas plant engineers are trained by Central.

Activity 9: Financial support for biogas works

Construction results: Up to 31/8/2016, 6,530 small biogas plants and 4 biogas plants were constructed and installed. 6,125 biogas plants have been inspected. Financial support has been provided to 4,452 small works.

The financial support of 3 million VND / building for the head of household is transparent, money transfer through the post office so people are very reassured and trust the transparency of the project.

However, the progress of remittance is delayed compared to the progress of construction and installation. Cause the number of works is very large; Procedures, dossiers of acceptance of a multi-content works; Meanwhile the staff of the project is mainly concurrent. In addition, some cases, such as expired ID, wrong middle name or owner changed the address of residence ... slow down disbursement.

3.2. Component II: Credit for biogas value chain

Activity 10: Facilitate Financial Institutions to provide credit for the construction of biogas value chain infrastructure (including: construction of disinfection tanks, sewage drains, gas pipes, The environment, generators, storage facilities, gas and biological residues, but excluding livestock pens) meet the eligibility criteria of subprojects.

Activity 11: Facilitate other financial institutions to participate in the implementation of project credit (implemented by the Central).

Activity 12: Coordination between the Central PMU, the PPMU and the financial institutions in the technical training programs of the project.

Activity 13: Monitoring credit disbursements from financial institutions and the payment of financial incentives to eligible beneficiaries (who have implemented eligible subprojects).

The provincial project management board held a working meeting with VBARD and cooperative bank to exchange and assign tasks to each party to find solutions to the shortcomings of the credit package. Unify the deployment as follows:

At Phu Tho LCASP training sessions introducing credit packages; Gathering the borrowing needs of the people involved in the project and making a list for the bank to nominate its staff to disburse; Regularly report the results of the loan to the provincial committee;

Provincial LCASP results provided a list of over 300 households with a demand for loans of more than VND10 billion; However, it is still not disbursed due to: (1) When borrowing capital, there must be a certificate of land use right (red book) as trust and now most of the households have a demand for loans, the red book is currently mortgaged. at the bank; (2) Current borrowing objects and items include the construction of disinfection tanks, waste sewers, gas pipelines, environmental equipment, generators, etc.; (3) The bank's procedures are rather complex, and it is very time-consuming and difficult to assess. Therefore, VBARD and Cooperatives are not interested in the credit package of the project.

3.3. Component III: Transfer of Low Carbon Agricultural Production

3.3.1. Sub-component 3.1: Promoting low carbon agriculture

Activity 14: Use farmer-based studies such as using biochar and other agricultural wastes to make organic fertilizers; Application of agricultural applications to reduce greenhouse gas emissions, effective for bioenergy; Managing waste disposal in aquaculture and applying other low-carbon agricultural production technologies: compost composting.

Activity 15: Establish information systems to share low-carbon agricultural production technologies.

- Information and communication on low carbon production: The project management board of Phu Tho province has set up a system of information and publicity of addresses and telephone numbers of the project so that people and relevant agencies can grasp. . At the same time, the program has been developed on the mass media, printed and printed on propaganda products, news articles, leaflets, ...). Master plan: 232 million VND.

- On the other hand, the Phu Tho PPAS PMU signed a contract to conduct propaganda on the commune radio station about the project and the technology of livestock waste and waste by-products in agriculture to make micro-organism fertilizer.

Activity 16: Support the training of researchers and extension staff on effective application of low-carbon agricultural production technologies, including study tours.

- Master plan: 320.35 million

- Implementation progress: 02 study visits with the total cost of 158.838 million dong have been organized.

Activity 17: Develop training programs, curricula and syllabi to train farmers on appropriate techniques for low-carbon agricultural production technology and provide training materials. Farmer: In the process of organizing training, training, the project has often completed and adjusted the content and method through the actual activities.

Activity 18: Upgrading of maps based on the application of low-carbon agricultural production technologies to seven agro-ecological zones to forecast direct impacts of climate change and provide support for Agricultural plan: not implemented (waiting for the guidance of the Central).

3.3.2. Sub-component 3.2: Building Low Carbon Agriculture

Activity 19: Development of livestock waste management models for agricultural production and reduction of greenhouse gas emissions.

- Under the guidance of ADB, the central project management board: Phu Tho Lcasp Project Management Board has carried out the survey and assessment of livestock situation to determine the demand for some models such as: , The model uses biogas waste for irrigation, the model of worm culture from cow dung and the model uses the system of separators to treat livestock waste as raw material for organic production of farm scale. .

- However, after considering and comparing the effectiveness of the models, Phu Tho province found that in order to thoroughly handle environmental pollution in farm animal husbandry, Phu Tho province proposed to select 01 model "Use of the separator system to treat livestock waste as a raw material for the production of farm-scale organic fertilizer" to focus on and maximize the effectiveness of the model.

- So far, Phu Tho province has implemented the contents in accordance with the guidance of the Central Government: has built criteria for participation in the model, posted a notice expressing interest, collecting applications of 20 households, cities. Set up a Technical Team to evaluate the application file for expressions of interest, perform bid opening / opening, organize a household selection workshop to participate in the model. 13 out of 13 households have been selected, Responsibility with 13 households, submitted to the central for approval.

Activity 20: Training of agricultural extension staff and farmers on low-carbon agricultural production technologies to promote the application of technologies to agricultural production.

Farmers have been trained in the province on low carbon agricultural production technologies such as biogas, compost composting, synchronous separators, etc.

Through training courses, people have grasped the meaning and content of the technologies being applied. Most small farmers are very interested in biogas technology in the project and composting technology. Large scale farms are interested in synchronous separator technology.

3.4. Component 4: Project Management

Activity 21: Establishment of Central PMU and PPMUs (already implemented).

Activity 22: Initial consultancy, auditing and development of M & E system, including indicators on gender, ethnic minorities and monitoring of gender development plan.

Activity 23: Exploiting all possibilities for participation in the carbon credit market (pending central guidance).

Activity 24: Conduct separate ethnic and gender database surveys (awaiting guidance from the central government).

- 20% of women are trained in biogas works management and technical issues are women: up to now, 27/93 = 29% (satisfactory).

- 50% of female trained biogas users will be women: 5184 women / 7208 people = 72%. Of which 2816 women / 7208 = 39% were trained intensively, 5045/7208 = 70% were guided at home.

- At least 20% of people trained in biogas plant construction are women: up to now, 6 women / 55 = 11% (unsatisfactory).

- At least 30% of staff trained in the operation of medium and large size biogas plants are women: up to now 9/59 people = 15.2% (unsatisfactory).

- At least 50% of the recipients will be registered under the joint spouse's or women's accounts: up to now, 39.74% of the women in the name of the loan representative (unsatisfactory ).

Activity 25: Organize a workshop on awareness raising on gender development for project staff (pending the guidance of the central government).

Activity 26: Establish appropriate organizational mechanisms for biogas owners and beneficiaries of low-carbon agricultural production technologies (pending central guidance).

Activity 27: Prepare and send ADB progress reports on time (on time).

3.5. Funding for the project:

The total cost of implementing the project: 67,720 million; Of which: ADB capital: 62,787 million, counterpart fund: 4,934 million.

Funds have been implemented: 31,740 million dong; Of which: ADB capital: 30.455 million, reciprocal capital: 1.285 million.

Funds disbursed: 23,421.28 million; Of which: ADB capital: 22,136 million, reciprocal capital: 1.285 million.

IV. Difficult advantages:

4.1. Advantage:

- Being interested in facilitating the central board in guiding and solving problems in the process of implementing the project in the locality.

- The People's Committee of Phu Tho Province creates favorable conditions for the reciprocal capital cable;

- Staff involved in the project are trained table should perform very professional activities;

- The project is very effective and meaningful, has been received and supported by the people, the project has come to life and spread widely.

4.2 Difficulties and shortcomings:

- Due to organizational changes (changes to the PMU), implementation of the project was delayed due to the transfer process.

- Project staff are concurrent, while the province is very wide, complex terrain ... slowing down the progress of the project.

- Credit component for the undischarged biogas value chain.

- Progress of remittance support of the project is still slow compared with the progress of construction and installation.

V. CONCLUSIONS:

After 3 years of implementation, the project has achieved important results, basically meeting the objectives of the project, specifically:

- Information and dissemination activities have been implemented on many channels (radio, newspapers, commune radio, magazines, websites, conferences .....); Performed in many forms (introductory presentations, funny jokes, folding sheets, wall flanges ...). So most levels of government, women's unions, youth, farmer's union and people know and care about the project; Has changed the perceptions of clean energy, fossil fuels and sustainable agricultural development that are linked to environmental protection;

- By 31/8/2016 the project has trained 69 technicians and 42 builders involved in the project; Organized 370 training courses on biogas works for 6,558 turns of farmers; The results of 20 composting training for 845 farm households (228 men, 617 women, 73%) were composted from agricultural by-products.

- Construction work: By 31/8/2016 has built / installed 6,530 small biogas plants, 4 medium biogas plants; Has provided financial support to 4,452 small works; Developed 13 models of separation for large scale livestock farms.

- The social effectiveness of the project has contributed to reducing rural environmental pollution, improving the quality of life and health for the people, unleashing the labor force for women and children; The economic benefits of the project are huge. Based on our preliminary calculations, the average cost savings for one-month households from industrial gas, firewood, coal and light bulbs is replaced by gas. Biogas reached VND 100,000 / month / project (equivalent to VND 1.2 million / project / year), with the current works of 6,500 works of the project, each year Phu Tho people saved 7.8 billion. In addition, the environmental problem solved minimizes risks in livestock production, reduces the cost of medications for people with respiratory illnesses, etc. This cost can not be quantified.

From the economic and social efficiency and financial transparency management in the LCASP project activities, people are very satisfied with the effectiveness of the project, showing the specific households registering to participate in the project, Works have continued to increase over the years.

FOR. Proposals, recommendations

6.1. Recommendations to PPC:

- The provincial People's Committee does not allocate annual capital to the LCASP project.

- To create enough conditions for allocating counterpart funds for project implementation.

- It is proposed to remove difficulties in the settlement of reciprocal funding in 2013, 2014 by the allocation to capital construction and government bonds.

6.2. Recommendations to the Central PMU and ADB:

- It is proposed to adjust and supplement the overall plan for Phu Tho province with 15,000 small ones; 20 medium sized works; 20 separation separation model; Funding for propaganda; Composite composting training (Appendix 5).

- Request the Central PMU to report to the Ministry of Agriculture and Rural Development, Ministry of Planning and Finance to remove difficulties in disbursement of 2016 budget for Phu Tho LCASP project.
