1. Organization, apparatus

- Ben Tre Low Carbon Agricultural Development Project Management Board was established under Decision No. 409 / QD-SNN dated 30 July 2013 of the Department of Agriculture and Rural Development with the organizational structure of the Board. Provincial project management has 07 people, including 04 part-time officials and employees and 03 full-time contract staff. The organizational structure includes: Director, Coordinator, Accountant, Technical and Administrative Officer, Clerk, Treasurer. The Project Management Board has its own account and uses the legal status of the Department of Agriculture to operate, with the function and task of implementing management and monitoring activities according to the contents of the Research Report. Project feasibility has been approved by the Minister of Agriculture and Rural Development in Decision 2435 / ND-BNN-HTQT dated 09 October 2012 and Decision 1918 / UBND-TCD on 22 April 2016 of the Committee. People of Ben Tre Province Approve the revised Master Plan for the period 2013 - 2018, the Low Carbon Agriculture Support Project. Be sure to follow the objectives, objects, progress and content of the plan.

- No change compared with the previous period.

2. General status of project activities

2.1. Summary of Key Achievements

- Development of biogas program and animal waste management in order to increase clean energy sources and reduce environmental pollution in livestock;

- Promote the development of low carbon agriculture through increased access to targeted credit funding from financial institutions and the support of national policies, strategies and programs;

- Small-scale applied research to propose suitable solutions for agricultural production suitable to specific areas related to waste treatment and reduction of greenhouse gases in cultivation, husbandry and aquaculture. Seafood.

2.2. Main advantages in the implementation process

Under the direction and guidance of the Central Project Management Board, Department leaders, create favorable conditions for the Provincial Project Management Board to carry out the work as planned. Departments and related units have created favorable conditions in terms of time for the part-time officials and servants to complete the assigned tasks.

About the staff: The managers and technicians involved in the project have a lot of experience from the Dutch Biogas project, the QSEAP project in project management and construction of biogas plant management. Animal waste; At the same time, there are 13 mason teams with more than 100 skilled workers, 01 branch representative of Hung Viet Composite Manufacturing and Trading Company Limited located in Ben Tre with more than 20 installers. Time for construction of biogas plant when the livestock require.

- Potential livestock households participating in the project are quite large, so when the project is implemented by the local authorities and people respond to participate.

2.3. Main difficulties in the implementation process

- In the first phase, this is a new project, so the implementation process has encountered a lot of difficulties, confused and incomprehensible in the manual of the project, Technical, ... so the implementation is slow, the content of the plan is not complete.

- Component 2 on credit, branches of the Bank for Agriculture and Rural Development in local implementation is still slow, interest rates for livestock loans for construction of biogas is preferential but still Quite high (interest rate 90% market rate), the procedure is not simple loan is not really encouraged people to borrow capital to participate in the project.

- Low carbon agricultural production (Component 3.2) Provincial project has no experience in selecting, modeling.

- The budget of the province is limited, affecting the recruitment of staff working for the Provincial Project Management Board.

- The construction of medium and large scale biogas plants (over 51 m3) in Ben Tre has not yet been constructed to draw experiences (the masons in Ben Tre follow KT2 drawings below 50 m3). And the biogas plant with HDPE material has not shown any obvious effect to the farmers, so the implementation of medium and large projects are facing difficulties and have not mobilized farm owners to build.

- Some localities have not really paid much attention to the propaganda and introduction of the project to support low carbon agriculture to the farmers so that they can understand the practical benefits of the project and participate in the construction of gas works. biological.

3. Latest Information

Latest information related to the project:

- The market price fluctuations have an impact on the project implementation, but not much, the price of construction materials for biogas plants is relatively stable, so the financial support level 3 million VND / project has encouraged farmers to participate in the project. Besides, the price of pigs this year is quite stable so the farmers have the interest and financial ability to reciprocate in the construction of biogas works.

- Trends in the number of raising households / organizations develop the raising of pigs and cows more and more due to stable profit, and the number of potential households / farms that have not yet built biogas plants is still great.

- Decision No. 50/2014 / QĐ-TTg dated 04/9/2014 by the Prime Minister on policies to support the improvement of farmer raising efficiency in the period of 2015 - 2020 with the support level of animal waste treatment Stipulate: "One time support up to 50% of construction value of biogas plant to treat animal waste. The support level does not exceed 5,000,000 VND (5 million VND) / 1 work / household ". In this spirit, the Department of Agriculture and Rural Development has developed a plan to submit to the provincial People's Committee for implementation so that many livestock producers intend to rely on state budget support. It will be higher than the project to build the biogas plant, slowing down the progress of construction of the biogas plant of the project.

Low carbon agricultural production and synthesized Central Board proposals for some models such as comprehensive management model of medium and large scale pig waste in Ben Tre province; Model of waste byproducts from animal waste to produce high quality organic fertilizer for coconut cultivation in the direction of bio-organic link with consumption link in Mo Cay Nam district, Ben Tre province; Model of separating fresh manure from medium and large porker farms to produce bio-organic fertilizer, HC - Microorganism and HC - Mineral for intensive cultivation of green pomelo towards bio-organic in order to increase productivity. The quantity of pomelo and associated with consumption; At the same time, we propose research topics such as: research on waste treatment and re-use technology in shrimp farming for bio-organic production in Ben Tre; Research on technology to produce organic bio-organic fertilizer from aquaculture catfish (Pangasius hypophthalmus) and agronomic and environmental efficacy trials with key crops in Ben Tre province; Research on the improvement of technology and manufacture of H2S gas purifier and water vapor in biogas for different sizes. However, due to the general situation of the project provinces are confused The contents and methods of modeling Component 3 should be inexperienced in proposing, demonstrating the model, failing to meet the requirements and objectives of the Central Project Management Board as well as of the donor. The Central Board disagreed with the models of a number of provinces, including Ben Tre and suggested focusing on the development of six common models across ten provinces. Should the organization of the workshop determine the need to develop and select the demonstration model of livestock waste management has not yet implemented.

In 2017, according to the guidance of the Central Project Management Board, Ben Tre carried out two models: using mobile separator system to treat livestock waste as raw material for organic fertilizer production. 4.2. Project monitoring and evaluation

By the end of 2015, the Department of Planning and Investment coordinates with the Department of Finance and other related branches of the province to supervise a number of ODA programs and projects in the province, including the Agricultural Support Project Low carbon in Ben Tre. Through the results of inspection, monitoring and evaluation, the project implementation basically meet the content and progress requirements, as well as practical effects of the project to bring about the economic and social development of the locality. .

Over the past time, the project was implemented mainly in Component 1- Marine Management in livestock and construction of biogas plants, the Provincial Project Management Board has developed plans for inspection and supervision of the works. Biogas is in operation (built in 2014-2015), randomly selected by the random method (5-10% of the total number of works already built, distributed in each district, For: KT2 biogas plants inspection: Technical parameters of the works, carving method, environmental package, household records: documents, contracts; Household interviews, project knowledge, maintenance and operation, gas safety and waste management in livestock and the environment.

General inspection and comment: The basic works are in accordance with technical requirements, fully implement the environmental packages required by the project; Normal operation, no incident or damage; The environment around the household is improved, less smelly; The biogas plants are carefully preserved ...

4.3. Audit and evaluate the completion of the project

Every year after the end of the fiscal year, the provincial project is audited by the Central Low Carbon Agriculture Project Management Board and the external audit. The results of the assessment and evaluation will basically be collected, spent and used in accordance with the provisions of the financial management manual and the accounting of the low carbon agriculture support project. Borrow VIE-2968 (SF); Assess the ability of the planned targets to be implemented to complete the project on schedule. The shortcomings prompted by the inspection team, the Provincial Project Management Board has seriously overcome.

4.4. Project reporting system

To fully and promptly report the information and information regime at the request of the Central Project Management Board as prescribed and comply with the reporting requirements of the concerned provincial / municipal People's Committees.

4.1. Ensure environmental safety

The livestock industry in Ben Tre is shifting rapidly from small livestock systems to smallholder farms towards medium and large scale farms, meeting the goal of increasing value added and sustainable development. , Gradually improve the income and improve the living standards of rural residents, contributing to the implementation of the restructuring plan of the agricultural sector in the province. According to statistical survey data of Department of Agriculture and Rural Development, in the first 6 months of 2016, there were about 501,120 pigs, 162,989 buffaloes and cows, 5.818 million poultries and 821 buffaloes. Thus, every day waste from animal husbandry (especially pigs) is released into the environment is very large, need to have solutions to manage, treat and use sources of waste for plants to not pollute the environment.

After more than two and a half years implementation of Component 1 - Livestock Waste Management under the LCASP project in Ben Tre province has made significant progress. Localities have built 3,796 / 6,000 small-scale projects. With this progress, it is expected that at the end of 2017, Ben Tre will complete the plan of 6,000 works. The pipeline to accelerate the project is the financial support of VND3 million / project and the Agriculture Bank and Rural development supports loan interest rates (equal to 90% of current interest rates). At the same time, PPMUs have actively coordinated with People's Committees of districts, cities, unions, People's Committees of communes and townships; Especially, the agricultural sector has promoted propaganda and mobilized people to participate. Biogas works are economically and socially meaningful, making use of gas produced in daily activities such as cooking, lighting, running generators.

In particular, the work contributes to reduce environmental pollution of livestock and protect the health of families and communities. By-products of the project include wastewater and residues used to irrigate plants as fertilizer for crops that are free of fecal contamination.

The Low Carbon Agriculture Support Project in Ben Tre helps improve the environmental protection knowledge for staff members, contributing to helping each member of the staff maintain a sense of protection. Schools in the household to join hands to build a healthier environment, thereby orienting to create favorable conditions for the communes to successfully build new rural communes.

4.2. Ensure social security

The project has contributed to a remarkable improvement in the living standard of the people. The economic value of biogas provided for cooking alone reduces the cost of energy (gas, Electricity, gasoline, oil) for domestic use. Waste water from the biogas plant used to irrigate crops will replace a large amount of chemical fertilizers. Only after several years of construction of biogas plants, it is possible to deduct sufficient investment capital and reduce the cost of livestock investment.

On the other hand, by-product of biogas plant including waste water and manure are products of practical value for agricultural production such as fertilizer, wormwurst raising for livestock feed, Raising fish ... also increased income for livestock farmers. At the same time, using organic fertilizer will contribute to limiting nutrient depletion in soil, promoting microbial activity, keeping manure for soil, making soil softer, In addition, the project implementation has attracted labor, creating more jobs for local people.

4.3. Gender and ethnic minorities

Gender mainstreaming in the activities of the Low Carbon Agriculture Support Project in Ben Tre has been implemented in parallel with the training and propaganda activities of the project to promote the participation of women in Ben Tre. Bamboo into the activities of the community, ensuring the sustainable development. Particularly for ethnic minorities, the number of ethnic minorities living in Ben Tre is very small.

Based on the Financial Management Manual and the Accounting Worksheet of the Low Carbon Agriculture Support Project Loan VIE-2968 (SF) Component 1, 3 and 4 (Promulgated with Official Dispatch No. 3385 / DANN-LCASP on 29/11/2013)

Total disbursements from the beginning of the project to 30 July 2016: 11,522,500,000 VND (Table 1 attached), of which:

- ADB capital: VND 10,920,655,000;

- Counterpart fund: VND 601,750,000.

The livestock sector in Ben Tre is developing strongly, most of the people focus only on investment to improve the productivity and quality of livestock, many households have not paid much attention to the control and management. Waste from animal husbandry leads to environmental pollution, negative impact on public health and sustainable development of animal husbandry.

The Low Carbon Agriculture Support Project implemented in Ben Tre has contributed to raise the awareness of all sectors, levels and livestock producers on the issues of animal waste management and environmental pollution treatment. The mind lifted, positive change. At the same time, thanks to the support from the project, the farmers have been encouraged to participate in the construction of biogas plants to reduce the amount of environmental pollution as well as to use gas as fuel, Creating and creating more jobs, increasing income for rural laborers, and contributing to practicing localities in developing environmental criteria to meet the standards of new rural communes.

Activities in the project plan have been approved, PPMU actively reviews, actively submits adjustments and supplements to accelerate the completion of the project in the earliest and effective time. The highest amount, in response to the wishes of the provincial leaders, the Central PMU as well as the ADB's target.

1. Recommendations to the provincial People's Committee

The Provincial People's Committee is requested to pay attention to and facilitate the provision of adequate reciprocal capital for the project in accordance with the decision approving the annual master plan. Concurrently, more attention should be paid to People's Committees of districts / cities to actively coordinate with provincial project management units to accelerate the progress of project implementation to fulfill the plan targets.

2. Recommendations to the Central Project Management Board

- Coordinate financial institutions (Bank for Agriculture and Rural Development) to find appropriate solutions to speed up the implementation of Component 2.
