Component 1: Livestock waste management

Sub-component 1.1. Comprehensive management of animal waste and development of Clean Development Mechanism (CDM)
* Information on comprehensive management of animal waste: continue to coordinate with provincial broadcasting station, Nam Dinh newspaper to build news programs, "Farmers need to know" column for propaganda about the project; Print brochures, introductory panels on the project
* The status of training on the operation of biogas plants, ensuring the environment of animal husbandry. (Where the content is organized, the number of classes and quality through the evaluation of the training course, participants in it. Continue to organize training courses on safe waste management and operation of biogas plants in accordance with the 2014 plan, which is expected in the second quarter. 20 classes:

* Situation of biogas plant construction and financial support for farmers:
- Construction and installation of about 400 biogas plants
- Deployment of direct financial support for livestock farmers participating in the project has completed the acceptance dossier: it is expected in the second quarter will disburse about 700 works (accumulated from the beginning of the year)

IV. ADVANTAGES, DIFFICULTIES, RECOMMENDATIONS

4.1. Advantage:
The project has been implemented for more than a year, most of the works are effective, the work of acceptance and disbursement in time to create confidence for farmers.

4.2. Difficult:
- Husbandry in Nam Dinh is mainly small, small area and limited economic condition. Therefore, the application of environmental treatment measures is limited.
- Information and communication about the project is limited, so many farmers still do not know about the project information
- The role and responsibility of technicians (KTV) in some localities is not high; In some places, the demand for investment in building biogas cellar of livestock breeders is quite large, but only 1 KTV so the guidance is not timely.

4.3. Request:
- Suggest CPMU to accelerate the implementation of Component 2 on credit to support farmers to repair housing, investment in livestock development and biogas works.
- Early implementation guidelines for comprehensive management of animal waste and low carbon agricultural production
